Dr. David T. Williams, a registered Professional Civil Engineer in ten states, has a variety of experience including: National Technical Director for Water Resources for HDR and PBS&J (now Atkins), co-founder and President of WEST Consultants (a nationally recognized water resources engineering firm), the U.S. Army Corps of Engineers, and adjunct professor at San Diego State University. Dr. Williams’ professional experience includes more than twenty years as a hydraulic engineer with the U.S. Army Corps of Engineers at the Waterways Experiment Station (WES, now ERDC) in Vicksburg, MS, both the Nashville and Baltimore Districts, and the Hydrologic Engineering Center (HEC) in Davis, CA.
For over 20 years, Dr. Williams, known for his lively and unique presentations, has conducted Ethics courses in person and in webinars for various public institutions, private entities and professional societies such as City of Dallas, Orange County (CA), Engineering companies, American Society of Civil Engineers (ASCE), Floodplain Management Association of CA, NV and HI, American Academy of Water Resources Engineers, Environmental and Water Resources Institute and many others.
